Brookings Institution Press has published my e-book titled The Need for Speed: A New Framework for Telecommunications Policy for the 21st Century. Dr. Robert Litan, Director of Research at Bloomberg Government, and I argue that given the speed of innovation in the telecom industry, the Federal Communications Commission’s outdated policies are inhibiting investment, specifically in fast broadband networks. The e-book is now available in the Kindle edition. We were interviewed on C-SPAN’s The Communicators to discuss the book.

I am also a co-author of the book Broadband in Europe: How Brussels Can Wire the Information Society (Kluwer/Springer Press 2005). We examine the deployment of broadband in European countries and make policy recommendations related to telecommunications regulation. Specific topics include pricing flexibility, competition, growth potential, competition, investment opportunities, eliminating excess regulation, facilitating longer-term points of view, and suggestions for transparent and competition-neutral subsidies.
